I mean, It’s a problem of first world countries with lots of norms and monopoly. For instance, I’m from brazil, the infrastructure is aerial, way easier to implement changes but big problems when it rains. Right now I can choose between 20 ISP’s, I’m paying 20dollas for 500mb download/upload unlimited data.
