    Maybe come up with a better way for legitimate government officials to unambiguously identify who they are.

      That seems really difficult to actually do.

      Every technical solution likely relies on the person checking the identity to be able to do so, which automatically excludes a lot of the elderly people that are routinely targeted by these scams.
