Actually they only paid the voice actor for one “meep” and then doubled it up on the soundtrack. Cheap bastards.
According to the looney tunes wiki, it actually is Beep Beep.
Road Runner speaks only with a signature “beep beep” (sometimes misheard as “meep-meep”) noise (provided by Paul Julian) and an occasional “popping-cork” tongue noise.
