“What we are asking for is a differentiated regulation for smaller cars. There are too many rules designed for bigger and more expensive cars, which means we can’t make smaller cars in acceptable profitability conditions,” de Meo said.

I do like the idea, a ‘kei car’ type of category. with a maximum weight and size, but a little bigger, faster and safer than a L7e quadricycle.

Make L7e and L6e roadworthy, then you would have a segment for small cars that is better accepted.

    Increase L7e maximum values from 90 km/h to 105 km/h, from 15 kW to 25 kW, from 450 (600) kg to 600 (900) kg, from 2 persons to 3 persons.

Increase L6e maximum values from 45 km/h to 55 km/h, from 6 kW to 9 kW, the rest of the restrictions are ok for this range (max 425 kg and 2 persons)

If you go really small, there’s the quadricycles.

    https://en.wikipedia.org/wiki/Quadricycle_(EU_vehicle_classification)

The quadricycle is a European Union vehicle category for four-wheeled microcars, which allows these vehicles to be designed to less stringent requirements when compared to regular cars. Quadricycles are defined by limitations in terms of weight, engine power and speed.
