What defines a foreign made movie. If the movie has CGI, then it most likely has had a portion of the work done over seas.
Same with most animation, as well. Typically, American cartoons will only be storyboarded/keyframed in the US, while an overseas studio handles the other 95%.

Bluey is Australian so I’m not sure how much of effect this’ll have on it.
Bluey is primarily owned by the BBC, so it could come under UK tariffs instead, which may be higher or lower depending on how much Trump wants to fuck US studios.
Most films will have an official certificate of country of origin as part of bilateral or multilateral coproduction treaties, or tax incentive schemes. That will define the primary country of origin of a film.
