Remembering the 1990s when I would open Netscape and IE suddenly started responding again.
I think this actually happens when you do a speed test. Bittorrent being throttled? Hmm let me just run a speed te… oh it’s working now is it?
Sounds like someone should write a program that keeps a connection open to the speed test servers in the background to prevent throttling.
