Trump will withhold the federal dollars Congress appropriated to NY that he already wants to withhold? Projects that would be DOA in a hard-right Congress might be even deader?

right! its already been shown he cant withhold funds already legally allocated… and the tolling cannot be removed without a ton of legal process/procedures involving multiple agencies.
its like no one in the trump administration actually knows or cares for any laws in any capacity.
