The training center for Ukrainian pilots to learn how to fly F-16 fighter jets has officially opened in Romania, Romanian Defense Minister Angel Tilvar announced on Nov. 13.

    Hmm. So it’s gonna be pretty close to Ukraine, only about 100 km away.

    If an F-16 that’s training gets attacked by Russia over Romanian territory, that’s grounds for an Article 5 invocation. However, the NATO Treaty presently doesn’t cover the international waters portion of the Black Sea, so if they’re flying there, and one gets attacked, that’s just an act of war against whoever’s flag the planes are flying under, but not grounds for an Article 5 invocation. I wonder if they’re gonna be training over the Black Sea?

    No, it looks like someone probably already thought of that:

    The Netherlands will provide 12-18 F-16s for training purposes, but the jets will remain Dutch property and will only be flown in NATO territory, the Dutch Defense Ministry said.

    So presumably not over the international waters portion of the Black Sea.
