I’ll bet the reason they don’t send back the Maryland man is because he’s already dead. I don’t want that, I hope he can safely return to his family, but the reason they’re not returning him is because something has happened that money cannot fix.

Dead, or severely hurt. Or the system purposely dehumanizes so much that there is no way to connect a person to a real identity anymore.
