The much-touted meeting of European leaders to discuss Ukraine in Paris appears to have exposed differences as much as heralding a new era of European security leadership.
The first thing to do is to largely rule out ‘peacekeeping’ as it is classically understood, as both a function and a euphemism for a deployment. Peacekeepers are normally impartial, operate with the consent of all parties and are intended to separate combatants.
