I have first hand knowledge. I was fed employee for 5 years. State employee for 15 years. Some people legit would be in the office for a meeting, then go home. This was pre-covid, so WFH wasn’t a thing. And they def weren’t working.
Where I was at, it was pretty much known that all of the people who had been there over 10 years just skated through after that.
It all allowed me to retire early, so I can’t complain too much. But the fuck-offs I encountered there definitely have inspired my voting choices. Also, the fucking staff meetings were ridiculous. The literally had a meeting over everything rather than just email it.
