There was a primary election (without any serious challengers) that Biden won. He was pressured to step out of the race after the fact, and he endorsed Harris to run in his stead.
Perhaps this article was written by a Biden loyalist then who wasn’t too pleased about how they replaced him, and feels that he would have had a better chance of winning against Trump. Didn’t know there were many of those around but I guess it’s not impossible.
