This should never have to happen in any modern society for any reason.
I live in Canada where we have healthcare, but people do things like this here as well, just for different reasons. Some homeless people will do it so that they don’t have to spend winters on the street, which sucks but I fully understand. Jail is a whole lot nicer than freezing to death in -30c (-22f) weather.
