      That it would be all, but there are listed/counted exceptions. NYC would have a higher population than all states, but the 12 listed ruin the fun

      All except for is how I meant it. I could have gone the other way and said higher than 38 I suppose.

          Honestly, it would be a fair question from many a native speaker so your English is superb for what it’s worth.
