    Explanation: The tyrannical and poorly-regarded Emperor Caligula is said to have threatened to make his horse consul - one of the two heads of the Roman Senate. While this is sometimes pointed to as proof of his madness, it was only a threat, and is more likely to have been an expression of his disdain for the Senate.

    Still was a terrible Emperor on every level.

      To be fair, senators were so shitty and corrupt, that a horse would almost certainly do a better job.
