The Department of Energy works with approved contractors, who then work with landlords, to install energy-efficient heat pumps and make electrical upgrades to thousands of rental properties like rented rooms, houses, apartment buildings, manufactured homes and RVs.
Does it seem kind of outrageous to anyone else that the rebate amount given to the landlord is based on the tenant’s financial means, and not the landlord’s own books? Providing a safe and livable unit is a basic requirement for renting to someone, if a landlord opens up their budget and shows that it would be difficult for them to pay for that without passing the cost onto the tenant then sure, give them a rebate. But most landlords absolutely can afford a $5000 upgrade, and as an Oregon taxpayer I don’t want my money to be subsidizing slumlords. “My tenant is poor and I’m not, give me money.”
