By that we mean 0% lower than a percentage that is not the regular 145% which is still in effect, but may also be paused like the other 10% tariffs which have been paused but will be in effect. In other words, electronics might have a tariff applied to them that may be higher than 0% and/or lower and/or higher than 145%, and this last tariff may be paused and/or raised to match the electronics tariff, which is a different regime.
