The utility has approved an additional $3.3 million for fish passages at the Carmen-Smith Hydro Electric project along the McKenzie River about 70 miles east of Eugene.

    They mention just doing the bare minimum to keep from getting fined, otherwise they wouldn’t bother with any of it. Instead of even looking at a proper fish ladder they are just making a permanent trap-and-haul feature.
