A travel warning also is very explicitly indicated as a “warning”, e.g. here:

Vor Reisen nach Myanmar wird gewarnt.

Deutschen Staatsangehörigen wird empfohlen, das Land zu verlassen.

People are warned against travelling to Myanmar.

German nationals are advised to leave the country.
