Back in the dark ages we didn’t understand mental illness, so we just tossed mentally ill people in the oubliette to languish and die.
Now in the modern era we know so much more about mental illness, yet we are still doing that same shit omg wtf
The problem is that treatment in a humane facility would cost several times more than being in a jail, so this is a cost cutting measure.
And that there’s no carrot on a stick, no incentive you can lie about that you’re rehabilitating these folks. There is absolutely no rehabilitation for people this far gone. They are nothing but a behemoth of a burden.
