A failed state can still be a NATO springboard (see: Libya). Even if this ends in some kind of treaty, how long until Moscow is back in the same spot again?

I guess my point is that I fail to see to much of a difference. A failed state can still be a NATO springboard (see: Libya). Even if this ends in some kind of treaty, how long until Moscow is back in the same spot again?
