In my experience most municipalities will support your garden project as long as you will maintain it. Especially if you work with them on the design. That said, if the owner/manager is hard to reach and unlikely to notice or care then this can be a good and fun activity.
I’m not saying don’t do this but I have seen a lot of great plants and gardens destroyed because they didn’t get the proper permission first.
