Hypothetically, if the cost of a license was prohibitive, sure.
Any amount is prohibitive to some, so I guess groceries are banned now too.
In a functioning state, those who can’t afford groceries get them free, so no. Also, that’s companies setting the prices, not government.
I just hear free steaks now.
