I think, and I could be wrong about my preconceived notions of the definitions, that generally Worker Ownership of the Means of Production specifically refers to Communism as the theories are most often attributed to Karl Marx, but Socialism by definition just means public ownership of resources, goods, and services in general which can have more nuance of funded by a public entity with the expectation of x amount of goods and services allotted to the public entity who in turn dolls out the goods based on need. So a Cooperative factory would qualify as a communism but not a socialism, and a conditional government subsidy or public building like for example a school or library can be a socialism but not a communism.
