It’s a site tagline. It’s a collection of in-jokes, shibboleths, high quality lib breakdowns, practical advice, prophecies, and dick jokes. When you load the page a tagline gets selected from a very very long list at random.
In this case it’s a completely bizarre and ludicrous statement that some lib made when they wandered in here.
